The Human Capital Manifesto sets a universal standard for human relevance after AGI

October 3, 2026 — Today the Human Capital Manifesto was published as an open, universal standard for keeping people relevant, private and empowered in the post-AGI era. The manifesto invites individuals, corporations and institutions to sign and commit to a shared set of principles for how human capability is valued as artificial general intelligence reshapes work.

At the centre of the manifesto is the Global Relevance Dividend. Rather than asking for new spending, it asks organisations to redirect the learning and development and recruitment budgets they already have into a decentralised investment in the people they depend on today and the talent they will need tomorrow.

The standard is built on individual ownership. Every person owns their capability data in a private, decentralised vault of their life's work. Skills can be verified cryptographically without exposing identity, and people share only what an opportunity requires.

The Sovereign Relevance Credit rewards what AI cannot replicate: mentoring, empathy, creative vision and ethical leadership. Capital flows in stages and moves only on verified, tamper-proof evidence of progress, so resources reach those who are actively building.

The manifesto is open for signatures at humancapitalmanifesto.org. Organisations interested in participating in the Global Relevance Dividend can find a briefing for corporations on the website.
